FCC compliance for Broadcast Programming

Phase 3 Studios creates compliant captions that meet the latest FCC guidelines. These guidelines include requirements with spoken words in the original language without paraphrasing, song lyrics, nonverbal information and SFX.  Captions need to be present through the full length of the program and not block important visual content. Our 608 and 708 Closed Caption formats are created per Section 79.1(j)(1) of the FCC Closed Captioning quality report and order.

How It Works

1. Send Us Your File

We use an accelerated, easy to use file transfer system to upload your files to us quickly. This pipeline includes error correction and automatic re-uploads (retries) if your connection fails for some reason. So as long as you can reach the Internet, we will get it.

2. Closed Captioning and Subtitles

Once we receive your program or commercial, if required, captioning will begin. Our team will transcribe the audio of the program, including sound effects and music. The captions are timed to match the spoken audio perfectly and are strategically placed on the screen with the viewer in mind to avoid both graphics and faces. We don’t use overseas labor. Our captioners are detail-oriented and grammar savvy, striving for 100% accuracy so that the viewer misses nothing.

3. Encoding Farm and Captioning Insertion

With the caption files complete, our transcoding farm takes over. We own and house our own farm with full redundancy. This avoids reliance on people outside of our control so that we can ensure 100% uptime. The closed captioning is inserted and programming is then encoded to the format and standard that each station requires.
